' � T � . . <br /> CDBG FY2002/03 SUBRECIPIENT AGREEMENT <br /> THIS AGREEMENT, entered this � ��C��day o ti'�-� , 2002 by and between the City of <br /> Decatur, Ilhnois (herem called the City ) and e Coalition of Nei hborhood Or anizations <br /> (herein called the "Subrecipient"). <br /> WHEREAS, the Grantee has applied for and received funds from the United States Government <br /> the U.S. Department of Housing and Urban Development ("HUD") under Title I of the Housing <br />� and Community Development Act of 1974, Public Law 93-383; and <br /> WHEREAS, the City wishes to engage the Subrecipient to assist the City in utilizing such funds <br /> in accordance with HUD guidelines and Federal regulations; <br /> NOW, THEREFORE, it is agreed between the parties hereto that; <br /> L STATEMENT OF WORK: <br /> A. Activities: <br /> The Subrecipient will be responsible for administering a CDBG Fiscal Year <br /> 2002/2003 "CONO" Program in a manner satisfactory to the City and consistent <br /> with any standards required as a condition of providing these funds. Such program <br /> will include the following activities eligible under the Community Development <br /> Block Grant Program: <br /> Program Delivery <br /> Activity#1: Administer a Neighborhood Project Grant program, providing <br /> grants to approximately 20 neighborhood organizations to promote neighborhood <br /> involvement and/or leadership, improve the livability of neighborhoods, or enhance <br /> literacy or life skills. <br /> Activity#2: To initiate and maintain a Neighborhood Resource Hotline to refer <br /> residents to appropriate services. <br /> Activity#3: To coordinate the National Night Out event <br /> Activity#4: To hold monthly meetings of neighborhood organizations, and <br /> other programs and workshops as needed, to improve the livability of neighborhoods. <br /> Subrecipient Agreement(Rev.
