• What financial interests does the council member have in the agency? None <br /> • Has DMF received any funding in the past? DMF has not received direct funding <br /> but has been a fiduciary agent for several non-profits. How much? Zero dollars. <br /> • Outline the role this agency has played in the past. DMF is a foundation <br /> classified as a 509 (a) (3)foundation. The foundation has collaborated with non-profits <br /> to provide service to the community including the youth. <br /> How does funding this project contribute to meeting the priority goals as set forth <br /> in the Consolidated Plan? This year's project focuses on youth programs which is <br /> sited in the Annual Action Plan. The program is a family literacy program which target � <br /> children in PreK through third grade in Decatur, Illinois public schools. The program's <br /> purpose is to increase the number of Decatur children who read well and independently <br /> by the third grade. Program components include tutor training using a research-based <br /> curriculum, one on one tutoring in the neighborhood and school sites, and homes for <br /> three hours weekly, and encouragement for parents and other caregivers to read with <br /> children at home. Collaborators for the 2001-2002 school year are Partners in <br /> Education, Decatur Public School District 61 and the Illinois State Board of Education. <br /> Schools, with a high percentage of students receiving free and/or reduced lunch, are <br /> targeted for tutor placement. Recruitment of tutors includes going to intercity <br /> neighborhood groups and training their volunteers. <br /> • What is the City's legal opinion in regard to a "violation of State or <br /> local law"? The Corporation Counsel, John Couter, does not see the membership as <br /> a conflict of interest as long as Mrs. Laegeler does not receive income. (See memo <br /> Department of Neighborhood Services, Neighborhood Renewal Division) <br /> HUD needs to see evidence that the nature of the conflict was disclosed. <br /> Written assurances that there has been public disclosure of the conflict <br /> and a description of how the public disclosure was made. <br /> HUD may view this situation as a Conflict of Interest under HUD regulations, but <br /> they may consider granting an exception to the rules if they determine that: no <br /> favoritism was shown; this applicant competed fairly in the process; and, <br /> that this situation is not a violation of other applicable laws. <br /> Conflict of Interest-Laegeler <br />
