� COMMON CARR�R: An entity licensed by the FCC or a state agency to supply local or long <br /> distance telecommunications services to the general public at established and stated prices. <br /> COMMUr1ICATION TOWER: a guyed,monopole, or self-supporting tower, constructed as a <br /> free standing structure or in association with a building, other permanent structure or <br /> equipment, containing one or more antennas intended for transmitting or receiving television, <br /> AM/FM radio, digital,microwave, cellulaz,telephone, or similaz forms of electronic <br /> communications. <br /> COMMUNICATIONS FACILITY: A land use facility supporting antenr�as and microwave <br /> dishes that sends or receives radio frequency signals. These facilities include structures or <br /> towers and accessory buildings. <br /> COl�'IlVIUIVICATIONS TR.ANSMISSION SYSTEM OR CO1��VIUNICATIONS SYSTEM: A <br /> wired system or open video system regulated by this ordinance. <br /> COMMLJNITY CENTER: A building used for recreation, social, educational, and cultural <br /> activities, open to the public or to residents of a neighborhood or group of neighborhoods, � <br /> usually owned and operated by a public or nonprofit group or agency. <br /> COMPREHENSIVE PLAN: An official document, accompanied with tables and maps, adopted , <br /> by City Council to guide long-range land development and capital projects decision-making ' <br /> in the City of Decatur. <br /> CONDITTONAL APPROVAL: The acceptance of an application as approved provided the <br /> applicant meets a specific provision or provisions. <br /> � CONDITIONAL USE: A use permitted in a particular zoning district upon showing that such <br /> use will comply with all the conditions and standards for the location or operation of the use <br /> as specified in this Ordinance and authorized by the City Council. <br /> CONGREGATE ELDERLY HOUSING: Residential facilities for the elderly where partial <br /> living services such as meals,transportation and recreation may be provided. These facilities <br /> may include assisted living facilities,retirement communities and single-room occupancy <br /> (SRO) establishments but do not include convalescent care facilities,nursing homes or <br /> institutions. <br /> CONSTRUCTION STANDARDS: The engineering design standards and specifications for the <br /> construction of roads and streets, sanitary sewers, storm sewers, water mains, traffic signals, <br /> sidewalks and other miscellaneous improvements as adopted by the City Council, or <br /> promulgated by an agency having jurisdiction(e.g. the Illinois Department of <br /> Transportation), or by a City agency in a manner prescribed in this Ordinance. <br /> CONTRACTORS AND BUILDERS: Businesses relating to the building trades including: <br /> General contractor; Highway and street construction; Heavy construction; Plumbing, heating, <br /> ' air conditioning; Painting,paperhanging and decorating; Electrical; Masonry and other <br /> stonework; Carpentering and flooring; Roofing and sheet metal; Concrete work; Water well <br /> drilling; and similar. <br /> CONVENIENCE FOOD AND BEVERAGE STORE: A retail establishment of 6000 square feet <br /> � or less of enclosed area, typically offering groceries, carryout beer and wine, soft drinks, and <br /> snack foods. This definition includes those establishments which are open for business no <br /> eazlier than 5:00 AM and no later than 11:00 PM. [See Convenience Food and Beverage <br /> 7 <br />
