C - Provide background documentation for current IT equipment budgeting and <br /> replacement policies. <br /> 3. G -Review the prepared asset inventory and policy documents. <br /> Application Software: <br /> 4. G -Review all third party and internally-developed application software systems; <br /> obtain answers to questions about same from staff. <br /> Internal Controls & Business Operations: <br /> 5. G -Prepare three questionnaires for data collection: Process, Management, and <br /> Administrative/Line questionnaires. <br /> 6. G -Obtain task group input on draft questionnaires. Distribute final draft to 2 - 4 <br /> people in each department. <br /> 7. G -Analyze responses and prepare for interviews with 2 - 3 people from each <br /> process area (i.e., accounts payable, purchasing, payroll, etc.) ' <br /> 8. G -Conduct business process interviews to determine systems strengths and ' <br /> weaknesses, to identify processing bottlenecks, and to obtain staff views on <br /> improving use of information technologies. <br /> Phase 3: Assessment and Analysis <br /> Management Information Services: <br /> 1. G -Evaluate the current and future needs of the City's information system <br /> environment after interviewing senior MIS division staff. <br /> Information Technology Benchmarking: <br /> 2. G -Using IT industry standard metrics, identify and review performance <br /> measurement or "benchmark" data from comparable municipalities to determine <br /> the City's information technology spending, staffing, perFormance, and processes <br /> in relation to other Illinois cities in comparable circumstances and to the "best in <br /> class" for public organizations. <br /> 2 <br />
