PROPOSAL <br /> FOR <br /> Urban Design Services <br /> FOR THE <br /> CITY OF DECATUR - URBAN CORRIDORS PLAN <br /> August 2, 2001 <br /> The HOK Planning Group (HOK) is pleased to submit this Letter of Agreement to the City of <br /> Decatur(Client) for Urban Design/Consulting Services for an Urban Corridors Plan in the City of <br /> Decatur. � <br /> This agreement outiines Urban Design/Master Planning Services only. Follow-up proposals could be <br /> provided for the additional stages, (i.e, construction documentation, specifications), as appropriate, <br /> upon successful completion of the Urban Corridors Plan. <br /> Under a separate agreement, HOK will use Crawford Bunte Brammeier(CBB) for Traffic & <br /> Transportation Engineering Services as a Team Member to assist in the completion of the Scope of <br /> Work(Basic Services) outlined within this contract. <br /> A. PROJECT UNDERSTANDING, SCOPE OF WORK, DELIVERABLES & <br /> MEETINGS <br /> PROJECT UNDERSTANDING <br /> It is our understanding that the current, proposed project area is an estimated total of 22 linear <br /> miles, comprised of three corridors in the City of Decatur. The focus of this effort will be on <br /> the Historic West Main Street, U.S. HWY 36& Business U.S. 51 Corridors within the city <br /> limits. The limits are graphically indicated on the location map (Attachment 'A'). All three <br /> comdors will address challenges associated with changing land use patterns, vehicular circulation <br /> pattems, development pressures and aesthetic appearance of the streetscape. <br /> The project goals are to establish an Urban Corridors Plan that will provide the following: <br /> • The project should lead to a better understanding of the traffic functions of the comdors, <br /> • Issues related to access and efficient traffic movements should be addressed, <br /> • Pressures on land use should be analyzed & plans formulated for meeting these pressures, <br /> • The aesthetic condition of the corridors should be inventoried, <br /> • The effect of current land use regulations on the corridors should be analyzed, <br /> • Plans for improvements should be forrnulated, and <br /> • An implementation plan should be created. <br /> page 1 of 16 <br />
