The above goals will be accomplished by HOK who will provide a team of designers with urban <br /> design, land use,traffic &transportation, streetscape and master planning expertise for the <br /> project to accomplish the following: <br /> • Evaluate site conte�and conditions, <br /> • Inventory current conditions related to transportation facilities along the corridors, <br /> • Evaluate existing land use conditions, <br /> • Prepare a conceptual corridor/streetscape improvement pian, <br /> • Facilitate Public/Community/Participation Workshops, <br /> • Convey a design theme and character for the corridors, <br /> • Develop landscape/planting concepts, <br /> • Identify the initial and subsequent phases of development, <br /> • Recommend implementation strategies. <br /> HOK has a philosophy of involving the Client in the design process and,therefore, has included <br /> site visits and work sessions at critical milestones in the development of the Urban Corridors <br /> Plan for input, review and decisions from the Client and City residents. <br /> This schedule/work plan (see Attachment B) assumes that the Client wiil furnish a base map of <br /> the project area and any other pertinent base map information such as existing facilities, current <br /> land use density and zoning regulations,transportation or utility infrastructure,topographic, <br /> map, etc. HOK will assist in the creation of a base map suitable for the purpose ofthis study. <br /> Detailed Master Planning, Environmental Studies, Market Feasibility Analysis, Detailed Site <br /> Engineering and Utility Studies are not included in this proposal. The project schedule does <br /> include time for govemment agency reviews and assumes that the Client can give HOK <br /> approval to proceed within the time frame stated. <br /> We understand the prescribed Urban Design/Master Planning Services will commence in <br /> August 2001 and be approximately thirty (30) weeks in duration with anticipated conclusion <br /> before the end of February 2002, as indicated in the attached Schedule/Work Plan <br /> (Attachment 'B'). These Services will be performed as described below. <br /> PROJECT SCOPE OF WORK (BASIC SERVICES) <br /> SCOPE OF WORK FOR URBAN CORRIDORS PLAN (US 36& US 51� <br /> Task 1.0 - Inventory, Analysis. This task will last a�proximately six �, weeks. <br /> HOK will review, compile and assess the available planning inforrnation,visit both of the <br /> corridor areas of Business US 51 (from I-72 to Grove Road) & US 36 (from I-72 to the City <br /> Limits near IL 121) with the design team. Prepare preliminary analyses, identify issues <br /> associated with The Corridors and review this information with City Staff and the Steenng <br /> Committee. Conduct a public participation kick-off meeting to review inventory&analysis and <br /> conduct a goal-setting workshop. Clearly establish a basis for determining the conceptual <br /> approaches for the Altemative Corridor Plan Development. <br /> Task 1.1 Doto Collection - HOK and CBB will provide a checklist of desired information to The <br /> City to assist in obtaining all necessary base map, land use data, ownership information, <br /> page 2 of 16 <br />
