� � , , <br /> 2.2 OFFICIAL RECEIPT <br /> Communications shall be considered received at the time actually received by the <br /> addressee or designated agent and shall be effective upon the date of receipt. <br /> 2.3 OFFICIAL ADDRESS <br /> For purposes of this agreement, all notices and other communications shall be addressed <br /> to the respective parties as follows: <br />• CITY CONTRACTOR <br /> The City of Decatur, Illinois Transit Resource Center <br /> 555 East Wood Street 5840 Red Bug Lake Rd., Suite 165 <br /> Decatur, IL 62523 Winter Springs, FL 32708 <br /> 2.4 CONTACT PERSONS <br /> The persons to whom notices shall be addressed are: <br /> CITY: Paul McChancy, Mass Transit Administrator <br /> CONTRACTOR: Clifford Chambers, Principal <br /> 3.0 SCOPE OF SERVICES <br /> The CITY is purchasing 13 low-floor 30'transit coaches which will be built by the Gillig <br /> Corporation in Hayward, CA. One "pilot"bus is scheduled to be built in July and the remaining <br /> vehicles are scheduled to be built in November and December, 2001. A post-delivery audit of <br /> these vehicles is required by the Federal Transit Administration (49 CFR, Part 663). <br /> 3.1 CONTRACTOR'S RESPONSIBILITIES <br /> The CONTRACTOR agrees to perform the post-delivery audit of the 13 transit coaches, <br /> including all of the functions required by the Federal Transit Administration(49 CFR, <br /> Part 663), and other functions required by the CITY in relation to the construction of <br /> these vehicles. Specifically, the CONTRACTOR agrees to perform the work <br /> summarized below, and outlined in detail in Attachment F: ' <br /> A. To perform the Post-Delivery Audit of the vehicles, including resident inspection, I� <br /> etc., as required by the Federal Transit Administration (49 CFR, Part 663); � <br /> B. To prepare reports and documents as required in the above Audit; ' <br /> C. To inspect all phases of construction of the vehicles for adherence to the CITY's j <br /> approved specifications; '� <br /> D. To report construction errors and defects to the CITY; � <br /> E. To give prompt written notice to the CITY whenever the CONTRACTOR becomes j <br /> aware of any development which would adversely affect the quality of, or the time of I <br /> completion of the vehicles; and <br /> F.
