BLANK, VESSELINK, COOK CONSTRUCTION MANAGERS, INC. I
 `
 ,
CNSTRUCTION
MANAGERS '
BWC-CM #01-09 I
March 28, 2001 I,
Paul McChancy, Administrator
Mass Transit
555 E. Wood St.
Decatur, IL 62523
RE: CITY OF DECATUR
Multi Modal Transit Center
OWNER'S REPRESENTATIVE
Dear Paul.
' 1 2001 which re uested
memo dated March 2 q
This letter is written in res onse to our ,
p Y
information regarding Blank, Wesselink, Cook & Assoc. Construction Manager (BWCCM's)
handling of errors and omissions in architectural documents in general and specifically those
prepared by Blank, Wesselink,-Cook &Assoc. Inc. (BWCINC). We appreciate the opportunity
to address this issue.
BWCCM's primary role is to provide administrative, management and related services to
coordinate the activities of the Contractor with those of the Owner and the Architect to
endeavor to achieve a successful project in terms of quality, cost and time. Our primary goal is
a successful project. This is best achieved by solving problems not just assigning blame.
However, part of any solution does involve determining responsibility and through cooperative
efforts, developing effective solutions.
BWCCM's emphasis will be identifying problems early and developing solutions to avoid or
minimize negative impact on the quality, cost or schedule for the project.
The identification of an error or omission in architectural documents can be made by the
supplier during shop drawing preparation, by the contractor or subcontractor during pre-
construction activities, by the contractor or subcontractor during actual construction, by the
construction manager during coordination efforts or even by the Architect. Usually errors and
omissions are obvious when they become apparent. The contractual checks and balances
between the Architect, the Contractor, suppliers, and subcontractors provide each participant
with a strong motivation, based on their own self interest, to identify the errors of the other
project participants. BWCINC, the Architect for the Multi Modal Transit Center, will be held
responsible for the adequacy of their drawings and specifications as required by their contract
with the City and in accordance with accepted industry standards.
2623 EAST PERSHING ROAD • P.O.
