Although the Comprehensive Plan shows this area as Residential-Low Density, staff is of the
opinion that uses permitted in the B-1 District will not alter the essential character of the general
area as the B-1 District was established to allow these types of establishments in the neighborhoods
to serve its residents. There is currently a commercial building on site which was established in
the neighborhood years ago and it would be able to be repurposed if the parcel were to be rezoned
along with the demolition of the single family structure to provide an area for parking to serve the
commercial structure.
3. If the property is rezoned to B-1 Neighborhood Shopping District and development occurs, the
adjacent properties will have a buffer yard between the residential properties and the development
in accordance with the regulations of the Zoning Ordinance.
STAFF RECOMMENDATION
1. Staff recommends approval of the rezoning.
PLAN COMMISSION ACTION
1. Section XXIX. of the City of Decatur Zoning Ordinance requires the Plan Commission to hold a
public hearing on a rezoning request, and then forward its report and recommendation to the City
Council for final approval. A motion to forward Calendar Number 15-23 to the City Council with
a recommendation for approval is suggested.
The above report constitutes the testimony and recommendation of the Planning and Sustainability
Division, Department of Planning and Building Services, City of Decatur.
Suzan Stickle
Senior Planner
ATTACHMENTS
1.
