Public Works DATE: 2/5/2016 MEMO: 2016-04 TO: Honorable Mayor Julie Moore Wolfe and City Council Members FROM: Tim Gleason,City Manager Richard G.Marley,P.E.,Public Works Director SUBJECT: Resolution Authorizing an Agreement with Chastain&Associates,LI.0 for Preliminary Design of the Meadowlark Neighborhood Drainage Improvement Project, City Project 2016-01 SUMMARY RECOMIVIENDATION: It is recommended that the City Council approve the attached Resolution authorizing the Mayor to sign,and the City Clerk to attest,a professional engineering services agreement between the City of Decatur and Chastain&Associates,LLC,to design the Meadowlark Neighborhood Storm Drainage Irnprovement Project for a fee not to exceed$76,689. PRIOR COUNCIL ACTION: This project was identified as the#1 priority in the City's 2009 Stormwater Master Plan. There have been no prior Council actions on this item. BACKGROUND: STORM DRAiNAGE PIZiORTIES: The 2009 Stormwater Master Plan addresses three main topics: 1. Stormwater Problem Area Prioritization 2. Regulation,Standards,and Policies 3. Stormwater Expenditures and Funding Mechanisms The Meadowlark Neighborhood Storm Drainage Improvement Project addresses item 1 in the Master Plan. Stormwater Utility Fund Projects In April,2014,the City Council approved a Stormwater Urility to provide a dedicated funding source to ir�rove known drainage problems and to improve maintenance on e�sting stormwater facilities. To date the following high priority projects are being designed: . 1. Baltimore Road Storm Sewer: The proposed Baltimore storm sewer will serve areas that ranked 3rd and 14th in the 2009 Master Plan. This project is being designed by Chastain&Associates as a cooperative venture with the planned reconstruction of Baltimore Road by the Macon County Highway Deparhnent. The new storm sewer designed for Baltimore Road will be sized to drain portions of the City within a reasonable distance of the new roadway. Timeline: Construction on Baltimore Road is scheduled to begin in 2017. 2. Nelson Park Neighborhood Storm Drainage: This project addresses the area ranked as the 2nd highest priority in the 2009 Master Plan. The project will separate storm drainage from the sanitary sewer system serving the neighborhood along with other storm drainage improvements. Timeline: These improvements are planned to be funded through a low interest loan administered by the Illinois Environmental Protection Agency,construction is scheduled to begin spring of 2017. 3. Meadowlark Subdivision: This project targets the neighborhood's ongoing storm drainage problexns which were ranked as the lst priority in the 2009 Master Plan. Drainage problems in Meadowlark include flooding in the major storm drainage ditch coursing through the neighborhood,storm sewer surcharging during heavy rains,and general street flooding. Timeline: These imQrovements are scheduled to begin in late 2017. BACKGROUND: On December 2, 2015, the Public Works Departrnent issued a request for proposals and qualifications from area engineering fim�s. Eleven fim�s responded to the City's request and 7 firms submitted formal proposals and statements of qualifications. Public Works Deparnnent staff reviewed the proposals and recommends Chastain&Associates, LLC as the firm best able to serve the City in designing the drainage improvements for the Meadowlark Neighborhood. Chastain is a local firm that has completed numerous design projects for the City.
