Heritage Behavioral Health Center
April 4, 2002
and treatment for clients. Phase Three consists of 19 units grouped into three buildings. A
fourth building will contain offices, laundry facilities and meeting rooms. The complex will
not include treatment services, as the Heritage Behavioral Health downtown offices will
continue to provide such services.
4. The proposed development will have a single access from Charles Street. The petitioner
proposes to provide transportation to supplement public transit for the residents.
STAFF ANALYSIS
5. The proposed development is adjacent to a high density residential use (Park City Mobile
Home Park) on the south and west sides, and to a low density residential zone on the east
side. Although the development will result in a somewhat higher density use, staff does not
anticipate excess traffic or noise from this proposal. According to the petitioner, prospective
residents will mostly be transported to and from the site, i.e. there would not be an overall
increase in vehicular traffic and there will be a single point of ingress and egress.
6. Currently the neighborhood has no sanitary sewer connections or a storm water drainage
system. A neighbor has contacted staff expressing concern about the impact of the
development on the overall drainage of the area. The City's Engineering and Infrastructure
Department will work with the petitioner on extending sewer mains to the proposed
development and its neighborhood on a future date. In addition the petitioner proposes
extending a 12-inch corrugated metal pipe across Charles Street and drain it in their proposed I
storm sewer system to relieve some of the storm sewer drainage problems on Charles Street. '
STAFF RECOMMENDATION I
7. The proposed development is consistent with the Decatur Urban Land Use Plan. Staff
believes that the proposed use is compatible with the neighborhood and would be beneficial I
in terms of extension of utilities. Further, staff does not believe that the proposed use would ''
create increased traffic or noise, nor will it negatively affect the locality. I,
PLAN COMMISSION ACTION I
1. Section XXVII. A. requires the Plan Commission to hold a public hearing on rezoning and I
Planned Unit Development requests, and make a recommendation to the City Council. A
motion to approve the rezoning and the proposed PUD is recommended.
The above report constitutes the testimony and recommendation of the Planning Division,
Economic and Urban Development Department, City of Decatur.
Hala Ahmed, AICP
Environmental Specialist
ATTACHMENTS
l.
