STAFF REPORT
Decatur City Plan Commission
COMMON NAME: Blue Mill Site
GENERAL INFORMATION
Hearing Date May 10, 2001
Calendar No. 01-25
Property Location 1099 West Wood Street
Requested Action Rezone premises from R-6, Multiple Dwelling, to B-2, Commercial
Petitioner A.J. Krieger,Assistant City Manager
Property Owner R&D Development
LAND USE AND ZONING
Direction Existing Land Use Zoning Comprehensive Plan
Subject Property Vacant - Abandoned Parking R-6 Commercial
Lot
North Commercial B-2 Commercial
South Single-Family Residential, R-6 High Density Residential
Senior Apartment Housing
East Vacant - Commercial B-2 High Density Residential
West Vacant - Commercial B-2 Commercial
BACKGROUND
1. The subject property contains 39,020 square feet (0.90 acres) and is currently vacant. The
site housed the parking facilities for the Blue Mill Restaurant until it was demolished on
March, 2001. The property is located within the Westown Square planned unit development
approved by the Plan Commission and City Council in December, 2001.
PROJECT DESCRIPTION
2. As a part of the P.U.D., the petitioner proposed to rezone the subject property along with
other tracts located to the east of the subject property. Upon administrative review of
rezonings during calendar year 2000, staff discovered that the parking area from the original
Blue Mill site was not included in the legal description of the rezoning ordinance and the
parking lot was zoned R-6. The legal description was correct, however, for the ordinance
establishing a P.U.D. on the entire site.
