members shall serve for a term of three years, and shall be appointed by <br /> the Mayor with the approval of the City Council. The other four members, <br /> being representatives of the departrnents and divisions of the City <br /> aforesaid, shall be designated by the City Manager by appoinhnent in <br /> writing communicated to said Commission, which appointment shall <br /> designate the respective representative and al alternate for each such <br /> representative. Each citizen member of the Commission shall have one <br /> vote and each City representative shall have one vote, cast either by the <br /> representative of his alternate, in conducting the business of said <br /> Comxnission. <br /> 3. OFFICERS. The Commission shall select a Chairman from the <br /> citizen members to preside, and a Vice-Chairman to act in the absence of the <br /> Chairman. The Director of Engineering and Infrastructure, or his or her designee, <br /> shall be Secretary of the Commission. <br /> 8. DIRECTION OF TRAFFIC. Members of the Police Department and <br /> auxiliary police assigned to traffic duty, are hereby authorized to direct all traffic <br /> in accordance with the provisions of this Chapter, or in emergencies as public <br /> safety or convenience may require, and it shall be unlawful for any person to fail <br /> or refuse to comply with any lawful order, signal, or direction of a police officer, <br /> member of the Police or Fire Department or auxiliary police officer assigned to <br /> traffic duty, or Department of Engineering and Infrastructure employee during the <br /> course of employment. Except in case of emergency, it shall be unlawful for any <br /> person not authorized by law to direct or attempt to direct traffic. <br /> 13. TRAFFIC SIGNS. It shall be unlawful for the driver of any vehicle <br /> to disobey the instructions of any traffic sign or signal placed in view by authority <br /> of the City Council or in accordance with the laws of the State of Illinois, <br /> exception on direction of a police officer, member of the Fire and Police <br /> Departments or auxiliary police officer assigned to such duty, or Departinent of <br /> Engineering and Infrastructure employee during the course af employment. <br /> 14. PLACEMENT OF SIGNS. The Director of Engineering and <br /> Infrastructure shall place and maintain all traffic control devices, signs and all <br /> other markings for the control of traffic and parking, as directed by the City <br /> Council or as required by this Chapter to make effective the provisions thereof. <br /> 17. DAMAGE TO SIGNS. No person shall, without lawful authority, <br /> attempt to or in fact alter, deface, injure, knock down, or remove any official <br /> traffic-control device, or any Department of Engineering and Infrashucture cone, <br /> barricade or safety device, or any railroad sign or signal of any inscription, shield, <br /> or insignia thereon, or any other part thereof. <br />
