the Circuit Clerk shall have sole final decision-making authority with respect to the terms <br /> of any such new future agreements or extensions. <br /> 9. The Parties agree that the City may terminate its participation in this Agreement. The <br /> City understands and agrees that if it wishes to terminate its participation, it shall provide <br /> written notice to the Circuit Clerk no less than 30 days prior to the effective date of such <br /> termination. Further, the City understands and agrees that any monies paid by it to the <br /> Circuit Clerk pursuant to this Agreement prior to the date of termination shall not be <br /> refundable. <br /> 10. This Agreement may only be amended in writing signed by both Parties. <br /> 11.
