Excerpts from Plan Commission Meeting of November 5, 1998 ' <br /> Cal. No. 98-70 Petition of MID-AMERICA SAND AND GRAVEL for a S ecial Use I <br /> P <br /> Permit to allow the operation of an aggregate material recycling and <br /> asphaltic concrete production facility on the premises generally located <br /> at the west side of the 2700 block of North Jasper Street. <br /> Mr. Tom Jordan of Daily and Associates was present and spoke for the petition representing <br /> Mid-America Sand and Gravel. Also present was the president of the parent company and the <br /> chief executive o�icer of Mid-America. Mr. Jordan stated that Mid-America has an e�sting <br /> recycling operation on the east side of Jasper Street which is zoned M-2. Broken concrete and <br /> asphalt is brought to this location for recycling. The combination of fine and coarse aggregate is <br /> used for base construction and has been approved by the Department of Transportation for reuse <br /> in new construction. Mr. Jordan stated that the petitioner has the option to purchase property on <br />� the west side of Jasper Street and they desire to operate three separate business operations. <br /> Recychng would be moved to the new srte and the first srte would be sold. An asphalt plant <br /> would be added as well as an additional facility for the delivery of limestone. The business, which <br /> employs eleven people, must be near rail delivery. An identical facility was just constructed in <br /> Champaign, Illinois. <br /> Mr. Jordan stated that the recycling facility will be located as far from Jasper Street as possible. <br /> There would be one entrance off of Jasper Street offset from the entrance across the street. <br /> Petitioner would have street sweeping done on Jasper Street on a regular and on an as needed <br /> basis. There is adequate drainage for the facility. A sprinkler system will cut down on dust. <br /> Storm water management will be constructed on site. There will be a chain link fence with <br /> opaque stripping and a concrete wall on one side of the site where it is needed. Light will be <br /> limited to security lighting only. Mr. Jordan stated that there will be noise with this type of <br /> operation but with the new proposal it will be moved farther away when moved to the north side. <br /> Mr. 7ordan stated that the zoning regulations required a Special Use Permit for this type of facility <br /> and thanked sta.ff for their helpfulness. <br /> Mr. Schiller questioned if the addition of the asphalt operation would make a noticeable increase <br /> in the noise. 1VIr. Jordan stated that the backup alarms on the trucks are similar to those on <br /> garbage trucks and would account for the biggest part of the noise. The trucks are semi-trucks <br /> and tandem trucks. Hours of operation would be 7:30 A.M. to 4:00 P.M. <br /> There was an objector present: <br /> Mr. Fred Wicker, a resident of Atwood and property owner in Decatur, was present and stated <br /> that he owns property to the north of the subject site. Mr. Wicker stated that the developer had <br /> answered most of his questions but he was questioning if the issues are enforceable. He asked if <br /> the City could be called if dust is flying or 7asper Street is a mess. He stated that there have been <br /> some problems for the neighbors in the area and he was concerned. <br />
