McQueen, Senior Planner (�� _ <br /> SUBJECT: Ordinance Rezoning the Southwest Corner of Fulton Avenue and <br /> Albany Street and approval of a Planned Unit Development <br /> The subject petition requesu that a 17.5 acre tract of land located at the southwest corner of <br /> Fulton Avenue and Albany Street be rezoned from R-2 Single Family Residence District to R-3 <br /> Singie Family Residence District; petitioner further requests approval of a Planned Unit <br /> Development for said tract to allow multifamily construction. As submitted by petitioner, the <br /> development would be an assisted living facility for the elderly consisting of one structure <br /> housing 40 units with a central dining facility, and a total of seventeen structures housing four <br /> individual apartment units each for a combined totai of 108 units. <br /> While the immediate surrounding area is presendy zoned single family and accordingly <br /> developed, staff notes that property at the northeast corner of Fulton Avenue and Albany Street is <br /> zoned B-1 Neighborhood Shopping Disuict and developed as such with property further north on <br /> Albany Street and east on Fulton Avenue being B-2 Commercial District. Further, we note that <br /> existing residential development to the immediate south and west backs onto the subject tract. <br /> Vehicular access to this site would be only from Fulton Avenue, which is classified as a <br /> secondary collector street; Fulton Avenue would be improved along the frontage of the subject <br /> tract from the west property line easterly to Albany Street in accordance with City of Decatur <br /> consffuction standards for a residential street. • � <br /> Both City of Decatur water and sanitary sewer utilities are available to serve the proposed <br /> development. Storm water would be accommodated via a storm water detention basin located on <br /> the south side of the tract; this detention basin would discharge at a controlled rate into an <br /> existing tile system with an overflow discharge into the existing ditch along Albany Street. <br /> Recognizing the configuration of land use and zoning patterns as noted, staff is of the opinion <br /> that the proposed zone and development would not adversely affect or change the character of <br />
