1 <br /> MINUTES OF THE MEETING <br /> OF THE <br /> DECATUR CITY PLAN COMMISSION II <br /> Thursday, December 5, 1996, 3:00 P.M. ��! <br /> City Council Chambers, Decatur Civic Center <br /> ---------------------------------------------------------------------------------------------------------------------- ' <br /> The December 5, 1996 meeting of the Decatur City Plan Commission was called to order at 3:02 <br /> P.M. in the City Council Chambers, Third Floor of the Decatur Civic Center, by Chairman David <br /> Swartz who determined a quorum was present. <br /> Members Present: David Swartz, William Clevenger, Richard Demirjian, Terry Berk, Monte <br /> Cherry, Jerry Finney, Greg Hill, Jim Schiller, Mike Shampine, Phylllis <br /> Washington <br /> Members Absent: David Golden <br /> Staff Present: Robert McQueen, John Couter, Lori Nale <br />� ' It was moved and seconded (Schiller/Shampine) to approve the minutes of the November 7, 1996 <br /> meeting of the Decatur City Plan Commission as presented. Motion carried unanimously. <br />' Cal. No. 96-93 Petition of GEORGE C. WEAVER, Community Development Director, to <br /> amend Sections II. (Definitions) and XXI.A.1. (Special Use Regulations) <br /> of the Zoning Ordinance (Ord. #3512) relative to a Neighborhood <br /> Preservation Use. <br />� h Z i <br /> Mr. McQueen stated that the purpose of the petition is to amend portions of t e on ng <br /> Ordinance allowing a provision of Neighborhood Preservation Use. This use would allow land <br /> in a designated Neighborhood Preservation District as established by the City Council to have <br /> uses such as an insurance office or retail shop in the home, which is zoned residential. In a <br /> designated area of the city, such a use would be allowed through the special use procedure, <br /> similar to a Historic Neighborhood Use. It is anticipated that the proposal will spur development <br /> in azeas yet maintain a residential environment and allow flexibility in land use. A site plan <br /> would be submitted for approval. Staff believes this will be beneficial particularly in residential <br /> areas along arterial streets and recommends approval as submitted. <br /> Mr. Shampine q�aAstioned if the uses would be under Planned Unit Development and/or control <br /> of the City. Mr. McQueen stated that this would not be Planned Unit Development but a similar <br /> _ procedure requiring the necessity of a site plan regarding items such as screened parking, <br />
