CHAPTER 14 <br /> FIRE DEPARTMENT <br /> 1. ESTABLI5HED. There is hereby created and established the Fire Department which , <br /> shall be so organized and administered as the City Manager sha11 from time to time direct, and <br /> which shall consist of the Fire Chief and such other officers and employees as the Council may <br /> from time to time authorize. <br /> 2. CHIEF. There is hereby created the office of Fire Chief, the occupant whereof shall <br /> be appointed, and may be removed, by the City Manager at will. <br /> 3. APPOINTMENTS AND RiTLES. The Fire Chief sha11 be the appointing officer of <br /> the occupants of all classified positions assigned to said department, and may make reasonable <br /> rules, regulations and directives not in conflict with law or ordinance to govern and administer the <br /> activities and carry out the duties and responsibilities thereof, subject to the direction and control <br /> of the City Manager. <br /> 4. DEPARTMENT DU'TIES. The Fire Department is designated the primary <br /> department having jurisdiction of and responsibility for fire suppression, fire prevention, fire cause <br /> or origin determination, arson detection and investigation, rescue of persons, and special services <br /> including, but not limited to, emergency medical service and the encouragement of the prevention <br /> of fire. <br /> 5. PEACE OFFICERS. When it is so authorized and ordered by the City Manager in <br /> case of emergency or disaster or other need determined by said Manager, members of the Fire <br /> Department sha11 have the duty to assist the Police Department in such manner as they may be <br /> directed so to do.
