Pedestrian Underpass Feasibility Study June 17, 1997
East Marietta Street and Fa.st Condit Street
Alternate SA- Advantages: The existing underpass provides passage under the Illinois
Central for residences in the area of Longview Place as well
as the neighborhood around Y,ongview Place. Additional
lighting should make the area more visible at niht.
Lighting would be pole mounted to reduce vandalism.
Repa.irs would be made to the bridge joints thus reducing
the ice buildup on the sidewalk in the winter time.
Alternate SA-Disadvantages: The existing sidewalks do not meet ADA criteria nor do
they meet width criteria for bicycle use.
Pedestrians coming from the Longview Place area would
most likely use the sidewalk located on the south side of
' Condit Street. As noted, the existing overhead bridge seeps
water down the abutments, thus causing an icing problem in
the winter time. During a site visit this past winter it was
observed that city snow plows push the snow onto the
sidewalks on both sides of the road, thus blocking the
sidewaiks. Keeping snow and ice off the sidewalk will add
winter time operating and maintenance costs.
wthout the installation of fencing or concrete walls north
of Condit Street, pedestrians will continue to cross the
Illinois Central Railroad, creating an unsafe condition.
Installation of the barriers would be made on private
property on both sides of the railroad.
Alternate SB - Advantaes: Raising the sidewalk will meet ADA criteria. This will
allow the handicapped to use the underpass.
Additional lighting and repairs to the bridge joints, as noted
in SA, will also apply to this alternate.
Alternate SB -Disadvantages: Raising the sidewalk will reduce the amount of snow that is
plowed from the road onto the sidewalk. However, the
protective fencing that would be installed could be damaged
during the snow plowing operations.
WVP COTJO1"QtZOIt Page - 11
