Pedestrian Underpass Feasibility Study June 17, I997
East Marietta Street and East Condit Street
Fstimate of Cost ,
The estimate of costs for each alternate is shown in Exhibit K to Exhibit Q.
The relocation of utilities will be kept to a minunum. In each alternate for Marietta Street the city
may have to relocate an east to west six inch water main, now located near the center of the
street. Relocation will require the use of cut-in valves and a new boring under the Illinois Central
Railroad. We have estimated the cost of relocating the water main at 21,000.
Exhibits C and F indicate a cul-de-sac constructed at the ciosed ends of Marietta Street. This
study does not include any estimate of cost for any modifications to Mas-ietta Strest. Also,
estimated yearly operation and maintenance costs for each altemate, for items such as pumping,
snow cleaning, painting, electrical usage, etc., are not included in this study.
Estimated costs for Alternate SA through SC on Condit Street are shown in Exhibits O through
Q. Estimated yearly operation a-nd maintenance costs, such as pumping and snow removal, are
not included in the esti.mates. Also not included is any estimate for easements or agreements that
might be required to erect the fencing along the Illi.nois Central Railroad north of Condit Street.
Securitv
Security is always a concern to protect the pedestrians using the proposed facility_ In the case of
a new underpass at Marietta Street, security could be a severe problem_ The subway will not
allow a direct view of activity below ground and could result in pedestrians seeking alternate
routes, primarily over the wall and across the tracics. The installation of lighting will help, but
lighting systems become an additional maintenance problem due to vandalism_ ,
In the case of a bridge structure at Marietta Street, security should be improved. The ramps and
bridge structure will be in view from most directions. The parapet walls on the bridge and ramps,
shown solid in the exhibits, could be constructed with an open grating to allow visibility of
activity on the bridge and ramps. A security fence on the bridge will reduce vandalism to train
traffic. By mounting lighting on poles, the vandalism to lights should be reduced, but lighting for
night-time use will still be needed. As shown in Figure F, the construction of a bridge structure
will provide room for a cul-de-sac area, thus providing security observation from vehicles.
In the case of the existing underpass at Condit Street, security should be improved with additional
lighting. Aiso, since Condit Street is a busy arterial street, the flow of vehicular traffic helps
provide additional security to the underpass.
P CO7JOTCZtIOIZ Page - 13
