Pedestrian Underpass Feasibility Study June 17, 1997
East Marietta Street and East Condit S[reet
Wall Murals
At present, the Decatur Housing Authority has provided an incentive for children of the area to
pa.int murals on the concrete wall adjacent to the park and the housing area. They intend to
continue the practice of painting murais on the concrete wall once the wall is completed by the ,
Illinois Central Ra.ilroad. This idea presents a pleasing appearance to the wall and also helps ,
prevent vandalism of the wali. I,
It is su ested that if the decision is made to construct a pedestrian underpass, or overpass, that I'
gg
the mural theme be continued to walls of the subway structure, or the walls of the ramps leading I
to the overhead bridge_ This would provide an incentive against vandalism and present a pleasing ,
appearance to the vast expanse of concrete.
If barrier walls are installed as part of the Condit Street improvement this same theme could be
used at that location_
Proiect Costs by Illinois Central Railroad.
The Illinois Central Railroad charges $380.00 per eight hour day for flagging. We have estimated
construction ti.me for each atternate and an estunate of ti.me required for flagging duri.ng a
contractor's operations.
This report has estimated the cost for services by bridge and building crews and maintenance of
. way crews involved in bridge and track construction during the removal and replacement of track
under Alternate 1. A final estimate of these costs could be determined once the altemate is
chosen and a design is presented to the railroad for detailed estimating purposes.
An estimate of cost has been shown for repairs at the Illinois Central Railroad bridge. This cost
could rise depending upon actual work required after investigation is completed of the leaking
joint area.
ReorrLmended lternates
Due to the high cost of construction and the lack of adequate funding sources, Alternates 2, 3 and
4 are deemed not feasible. If a funding source is identified, Alternate 4 should be evaluated
further.
WVP Corporation Page - 14
