. � ' MUNICIPAL SERVICES MEMORANDUM 00-22 <br /> In addition to our own in-house study we located a firm in San Jose, CA, called I <br /> Primedia lnformation, Inc. who compares the cost to operate many different pieces of I <br /> equipment. They had information on the Elgin Pelican P and the Johnston 3000 Series � <br /> sweepers. Unfortunately, they did not have any information on the Athey/Mobil 3WS sweeper. <br /> The comparison sheet that they provided to us is attached (Attachment"A"). There cost <br /> includes depreciation, overhead, overhaul cost (incfuding parts and labor), field repairs and <br /> fuel. It is noteworthy to observe that the variance between these two units remains closely the <br /> same, despite the difference in actual cost categories used. <br /> With this information, the following comparison can be made: <br /> ELGIN BID JOHNSTON BID <br /> • Base Bid (3 Sweepers) $ 310,773 $ 272,040 <br /> Less Trade Ins (3 Sweepers) - 17,265 - 39,000 <br /> Sub Total $293,508 $ 233,040 <br /> Operating Cost Variance $ 0 $ 70,728 <br /> (3 sweepers X $23,575.83) <br /> Total Cost for five years $ 293,508 $ 303,768 <br /> Another factor that should be artalyzed is the resale value of the trade-ins. The <br /> average trade-in value submitted for the Elgin sweeper we have (5 years old) was $13,500. - <br /> The average trade-in value submitted for the Johnston sweeper we have (7 years old) was $ <br /> 4,004. .Granted, there is a difference in age, but it does seem that the Elgin maintains a higher <br /> trade-in value, but it is difficult to determine an exact value. <br /> Based on all the information available and the overall pertormance of the Elgin <br /> sweeper, we feel the Elgin Pelican is the most cost-effective sweeper of the two and would <br /> recommend that Elgin.sweepers be purchased instead of Johnston sweepers. <br /> This leaves only one other sweeper in question--the Athey/Mobil 3WS. As stated <br /> earlier, we have never owned an Athey so we do not have any firsthand knowledge of this unit. <br /> As mentioned earlier, Primedia lnformation, Inc., does not have any data on this unit. The <br /> Athey/Mobil 3WS sweeper has only been manufactured for the past three years: The <br /> manufacturer says they�made approximately 30 sweepers last year. In comparison, Elgin <br /> manufactured 217 Pelican P models and Johnston Manufactured 99 Model 3000. I asked <br /> Eco-Systems for a list of users and received eight names. Elgin supplied us with ten pages of <br /> Illinois users with their bid without being asked to do so. Only one of Eco-Systems users was <br /> from Illinois. Of the eight, I have not been able to contact two because my calls to them have <br /> not been returned. The manager of ECO-Systems said that"several of my other contacts are <br /> on vacation this week so I will have to call them next week and forward the info to you."
