Joint Review Board <br /> March 23, 2000 <br /> Page Two <br /> Board deternune that the criteria are not met, the owners and developers might decide not to go <br /> ahead with the project, there would be extensive review of all information which could be very <br /> expensive. <br />' Mr. Owen questioned if it is the duty of the Board to determine whether or not the district is <br /> blighted or a conservation area as well as determining if the OldeTowne project is appropriate. <br /> Mr. Froehlich stated that the focus is on the guidelines as presented. It is not the focus of today's <br /> meeting to determine whether a specific project is appropriate. <br /> Mr. Hendrian stated that the bulk of the funds appears to be designated for commercial <br /> development and he questioned issues of the property located in the Enterprise Zone. Mr. Owen <br /> stated that the mission was to focus on the qualifications and Mr. Krieger could answer those <br /> types of questions at another time. <br /> Mr. Krieger stated that a mailing was sent to all taxing districts in November of 1999. City <br /> Council directed staffto begin working on the TIF. The OldeTowne report was prepared and <br /> provided as an appendix in the plan. <br /> Mr. Krieger reviewed the criteria to be used. A summary of contents of the plan was noted <br /> including a legal description, roster of blocks surveyed, the OldeTowne report and a twelve <br /> month housing code violation summary as prepared by the City's Neighborhood Services Division. <br /> Discussion focused on the criteria most observed within the subject area. Mr. Krieger stated that <br /> would include dilapidation, obsolescence, deterioration, illegal uses, overcrowding, excessive <br /> . vacancies and depreciation of physical maintenance. It was noted that these conditions existing <br /> throughout the area but specific types are concentrated in certain areas. <br /> Mr. Florian asked how the area boundaries were determined. Mr. Krieger stated that it was <br /> recognized that certain conditions existed in the area, such as dilapidated buildings downtown. <br /> Boundaries were developed for the best use of resources. <br /> Mr. Clevenger stated his preference that the portion within the subject area be referred to as <br /> Fairview Plaza and not Fairview Park. Mr. Krieger stated that the name was a geographic point <br /> of reference and that although the point was understood it was too late to redraw the boundaries. <br /> Mr. Vernon Talbott, �OS Fielding Court, was present and addressed the Board. Mr. Talbott <br /> stated that he represents the Decatur Township Road and Bridge Fund which is separate from <br /> Decatur Township. The Decatur Township Road and Bridge Fund did not receive notice as a <br /> taxing entity. Mr. Talbott said that he has lived in the area since 1959 and he disagreed with the <br />
