STATEMENT OF Wp�{ <br /> 1• Background <br /> 1.1 Population Served I <br /> The City of Decatur encompasses an area of 47 square miles, about 8.1% of the total area of <br /> Macon County which covers �78 square miles. Decatur is appro�cimately 179 miles southwest of <br /> Chicago; 120 miles northeast of St. Louis, i�fissouri; and 36 miles east of Sprin�field, Illinois. <br /> Decatur has a population of 83,885 with a population density of about 1,784 individuals per <br /> square mile (please refer to Table 1.1 for a break-up of the population of Decatur). <br /> Table 1.1: Po ulation Profile of Ci of Decatar, IL. <br /> ! The program <br /> proposed will provide recyciing opportunities to 4,000 residents approximately (please refer to <br /> the map in Appendix A for locations and addresses for the proposed proje�t). <br /> 1�� Socio-Economic Conditions <br /> The economy of the City or Decatur is based on heaw industry and agriculture. Several of these <br /> industries employ over 1,000 persons including: Caterpillar, Inc.; Arche:Daniels�Iidland <br /> Company; and A.E. Staley Manufaczuring Company. However, like many Midwestern industrial <br /> cities, Decatur esperienced a drastic population decrease (10.3°'0), between 1980 and 1990. This <br /> decrease was the result of signiticant losses of manufacturing jobs at local plants and bitter labor <br /> �trkes during the :980's. �lthou�h Decatur has suffered siQniticant deciines in both employment <br /> and population, the area has fou�t tirelessly to maintain its heavy industrial and agricultural <br /> 1 <br />
