E., City Engineer�r�� <br /> SUBJECT: CDBG Sidewalk Curb Ramps for ADA <br /> City Project 9927 <br /> The City has allocated a portion of this year's Community Development Block Grant <br /> (CDBG) Funds for the installation of Americans with Disabilities Act (ADA) sidewalk <br /> accessibility ramps in CDBG eligible neighborhoods. The neighborhood in the vicinity <br /> of Washington School and John Hills Magnet School was selected based on it being an <br /> eligible area and noted needs in the area. Twenty-two intersections were selected to <br /> have ramps installed (refer to attached list and general locale map). <br /> The Engineering Division prepared the project contract documents and the project <br /> was advertised for bids. Three bids were received and opened on August 26, 1999. <br /> The results of the bid opening (a copy of the bid tabulation is attached) are as follows: <br /> Compared to <br /> Engineer's Est. <br /> Bidder Bid Price Over (-Under� <br /> Engineer's Estimate $ 96,256.05 --- <br /> Karnic Construction $ 47,955.65 (50.17) <br /> Bodine Services, Inc. $ 83,264.00 (13.50) <br /> Christy-Foltz, Inc. $123,534.00 28.33 <br /> The low bid received by Karnic Construction was a concern to staff because of its <br /> significant difference from the Engineer's Estimate and the next low bidder. Staff did <br /> meet with Karnic and discuss this matter and to confirm Karnic's work experience on <br /> similar type work. The concern related to a contractor making a significant error in its <br /> bid and putting the contractor or the City in a difficult and costly non-recoverable <br /> situation.
