t� '• Attachment"A" -Scope of Services ciry of�ecatur,minois June, 1999 • Identify any specified reports required by each element of the PSM standard,and, identify reports recommended or suggested by City of Decatur personnel as reflected in the final PSM manual; • Give a presentation to facility personnel of the results to confirm the data forms and reports identified,and to insure that all PSM record keeping requirements have been addressed; ' • Prepare the database utilizing Microsoft's "ACCESS 97;" • Review all existing PSM records at the City and input all information into the fields/ tables identified;and • Conduct training in the developed database at the City's South Water Treatment Plant,or another site selected by the City. Process Safety Management is a dynamic management program. Once appropriate information has been developed and management procedures have been established,the facility must actively maintain and utilize the program in ongoing operations. B. R/SK MANAGEMENT PROGRAM - SCOPE OF WORK General The Clean Air Act required the U.S. Environmental Protection Agency(EPA)to promulgate regulations to prevent accidental releases of regulated substances and to reduce the severity of those releases that do occur. On June 20, 1996,EPA promulgated rules that apply to all stationary sources with processes that contain more than a threshold quantity of a regulated substance. Processes will be required to meet the requirements of one of three program categories,based upon: • The potential for offsite consequences associated with a worst-case accidental release; • Accident history; or • Compliance with the prevention requirements under OSHA's Process Safety Management (PSM)standard. Processes that have no potential impact on the public in the case of an accidental release will have minimal requirements. For other processes,the source(facility)will implement a risk management program that includes more detailed re uirements for hazard assessment, prevention, and emergency response. q Processes in industrial categories with a history of accidental releases,and processes already complying with OSHA's PSM Standard will be subject to a prevention program that is identical to parallel elements of the OSHA Standard. All other processes will be subject to streamlined prevention requirements. All sources must prepare a Risk Management Plan based on the risk management programs established at the source.
