  Attachment"A" -Scope of Services City of Decatur,uiinois
June, 1999
encourage sources to reduce the probability of accidental releases of substances that have the
potential to cause immediate harm to public health and to the environment,and will stimulate the
dialogue between industry and the public to improve accident prevention and emergency response
practices.
Chlorine is identified on the "List of Regulated Toxic Chemicals and Threshold Quantities for
Accident Release Prevention." The RMP threshold quantity for chlorine is 2,500 pounds. Since
the City of Decatur's South Water Treatment Plant normally stores chlorine in excess of its
threshold quantity,the facility is subject to OSHA's Process Safety Management standard and
USEPA's RMP rule. The chlorine process is eligible for RMP"Program 3". A Program 3 Risk
Management Program requires development of the following elements:
• Submission of a single Risk Management Plan reflecting all covered processes;
• Development and implementation of a management system;
• Conduct of a hazard assessment;
• Submission of information regarding the process 5-year accident history;
• Implementation of Program 3 prevention requirements;
• Development and implementation of an emergency response program; and
• Submission of data regarding Program 3 prevention requirements.
Donohue proposes to assist the City of Decatur's Public Works Department in the development of
the Risk Management Plan for the chlorine process at its South Water Treatment Plant,through
completion of the following tasks required of a stationary source meeting the eligibility criteria of
Program 3 (¶68.10(d)). A process diagram, "Risk Management Plan Development Process,"
reflecting these tasks,their relationship, and essential information and/or elements within these
tasks has been included within this proposal.
Task 1: Document and Define the Covered Process.
Donohue will assist the City of Decatur in the documentation and definition of the covered
processes. As defined in 168.3, "Definitions," covered process means "a process that has a
regulated substance present in more than a threshold quantity as determined under¶68.115 of this
part." For each process,Donohue will:
• Prepare a block flow diagram identifying all key equipment,pressure vessels and storage
tanks;piping; relief and vent systems and devices;emergency shutdown systems;
controls(including monitoring devices and sensors,alarms,and interlocks)and,pumps.
• Prepare an inventory of the process equipment subject to the requirements of the Program
3 Prevention Program.
Task 2: Develop and Implement a Management System (¶68.15).
Donohue will assist the City of Decatur in the development and implementation of the
management system required by¶68.15 of the regulation by:
• Documenting information regarding the person or position that has the overall
responsibility for the development, implementation, and integration of the risk
management program elements.
Donohue&Associates,Inc.
