. <br /> C. Work Product 2: Preliminary Plans (60% complete), a draft Project Manual and an <br /> opinion of probable construction cost incorporating and addressing the review <br /> comments from Work Product 1. This work product is for City, Railroad and Illinois <br /> Commerce Commission comment and approval as necessary. This work product is <br /> expected to involve the following: <br /> 1. Gather the necessary field data to enable the preparation of design drawings. <br /> This could require the acquisition of records from the Illinois Central Railroad <br /> and the City of Decatur on existing or proposed roadway or railway <br /> improvements. This will also require some surveying. <br /> 2. The 60% complete plans, details, standards and specifications necessary for the <br /> construction of the proposed pedestrian improvements. <br /> 3. The Project Manual, to basically include the following: <br /> a. Index. <br /> b. Advertisement. <br /> c. Information and Instructions to Bidders. <br /> d. Bidders Proposal section including the bid form. <br /> e. Agreement. <br /> f. Bond forms. <br /> g. Prevailing Wage Rate and Equal Employment conditions, as required. ' <br /> h. General Conditions. ' <br /> i. Special Conditions. <br /> j. Standard and Supplement Specifications. <br /> The Manual will reference the Illinois Department of Transportation Standard <br /> Specifications for Road and Bridge Construction and will utilize standard IDOT <br /> line items and numbering. Format and appearance will closely resemble that of <br /> current Project Manuals normally prepared by the City. An electronic copy of a <br /> typical City Project Manual will be provided to WVP. <br /> 4.
