Decatur City Plan Commission <br /> April 1, 1999 <br /> Page Two <br /> per the stipulations of the homeowners association. Sanitary sewer and water will be provided by <br /> public utilities. Street lights will be equal to or exceed City standards and will be privately <br /> maintained. Walkways will be provided. <br /> Mr. Shampine questioned how this plat is different from the plat submitted in 1993. Mr. Cochran <br /> stated that the previous plat showed street widths of 29 feet with storm drainage required. The <br /> plat presented today has private streets 20 feet wide and varies from City standards. The <br /> developer is making an effort to address runoff and environmental impacts. <br /> There were no objectors present. <br /> Ms. Miller presented the recommendation of staff: <br /> Containing appro�mately 37.6 acres, the area in question is located south of East William Street <br /> Road and east of Excelsior Road, within the city limits. The proposal as submitted is to subdivide <br /> this tract into 28 separate lots. Vehicular access will occur from Excelsior Road. <br /> The preliminary plat has been reviewed by Planning and Engineering. Staff recognizes that the <br /> Macon County Soil and Water Conservation District is working with the developer to design the 'i <br /> erosion control and the storm water drainage plans. These plans will be reviewed when I <br /> submitted. The staff is in agreement with the subdivision plat, with the exception of the walkway '� <br /> issue. The developer has placed maintenance of the common area, storm detention area, silt traps, i, <br />� street maintenance, walkways, lighting, etc. on the homeowners association and has so stated in ' <br /> the owners declaration. The developer feels that it should be the responsibility of this association <br /> to decide what type, if any, walkway will be designed. Staff feels that this is a bit short sighted. <br /> The subdivision ordinance does call for sidewalks. Staff is not asking for paved sidewalks, but a <br /> turf-lock system that prevents erosion. <br /> Staff feels that an agreement can be reached regarding walkways and recommends approval of the <br /> proposed subdivision plat. <br /> Mr. Demirjian questioned if the issue of sidewalks would have to be resolved prior to a building <br /> permit being issued. Ms. Miller stated that a building permit could be obtained. <br /> Mr. John stated that this development is very much in keeping with the language proposed by the <br /> Environmental Protection Agency with consideration to maintaining natural drainage ways and <br /> reduction of erosion. <br /> Mr. Cochran stated that the developer would like for the homeowners to determine whether or <br /> not they want sidewalks in front of their homes. <br />
