The experience of the key persons in the fields of long-range transportation planning and <br /> modeling, particularly for local governments. <br /> B. The experience of the key persons in perfornung studies of the type contemplated in this <br /> request for qualifications. <br /> C. Knowledge of the City of Decatur and Macon County and their transportation needs. ', <br /> D. Understanding of the Transportation Equity Act and the intermodal approach which it <br /> fosters. <br /> E. Possession of the technical equipment needed to complete this project in a timely manner. <br /> VI. Selection criteria <br /> The City Manager of the City of Decatur, in consultation with the Mayor, will appoint a <br /> three-member panel to review the RFQs. At least one member of the panel will represent Macon <br /> County. The three-member panel will review the RFQs, and will invite the three applicants with <br /> the highest ratings to make an oral presentation. The three-member panel will, after due <br /> deliberation, forward to DUATS a recommendation of the three most qualified applicants in rank <br /> order. DUATS will review the panel's recommendations, and will forward its recommendations ' <br /> to City Council for approval and award of the contract for the 2020 Transportation Plan. The <br /> successful contractor must complete all tasks as outlined in Section III no later than November 1, <br /> 1999. <br />
