This includes, but is not limited to, furnishing all equipment, materials, tools, <br /> expendable equipment and supplies, and vehicles to implement the collection; safely and <br /> efficiently set up the collection; covering the staging area with plastic; packaging of materials <br /> collected; and clearing the collection location, leaving it as it was found prior to the collection. <br /> 5. Friedman's shall be responsible for obtaining all necessary permits and licenses, <br /> meeting all Illinois Environmental Protection Agency ("IEPA") requirements and conducting the <br /> collection in compliance with all Federal, State, County, and local laws, regulations, and <br /> ordinances governing the collection,transport, recycling, and disposal of such materials. <br /> 6. Friedman's shall furnish qualified personnel necessary to organize, manage and <br /> implement the collection except as indicated. Friedman's shall provide at least four (4) trained <br /> and qualified individuals to oversee and manage the collection. These individuals shall be <br /> responsible for overseeing the actions and work of volunteers. <br /> 7. The City shall arrange for volunteers to assist with the unloading of paint from <br /> vehicles and placement in a staging area under the direction of Friedman's. Said volunteers will <br /> greet, survey, and explain the procedure of the collection upon entering the collection location. <br /> Illinois Power Company will provide volunteers to assist with operations and the direction of <br /> traffic. <br /> 8. The City will provide appropriate advertising and promotion for the collection. <br /> 9. Friedman's shall reject any materials brought to the collection by businesses, <br /> institutions, government, industrial, or commercial facilities, and shall reject any materials that <br /> are not latex or oil based paint. <br /> 10. The title to all materials accepted shall pass to Friedman's when the materials are <br /> placed in the staging area(s). '' <br />
