• . t ATTACHMENT A
,
Deliverables
• Updated Concepts,Layouts , and Costs for Early Action Projects
• Draft Early Action Project Report Chapter
9.0 Watershed Planning Needs,Priorities, and Procedures
Overview
The Decatur area is drained by seven(7)major watersheds that outlet into the Sangamon River.
In the 1966 report, these seven watersheds were subdivided into approximately 37 sub-
watersheds. The seven major watershed areas comprise somewhat independent study units that
need to be evaluated individually, due to the physical interrelationships of drainage features
within a watershed. Some watersheds may have more problems than others and will have a
higher priority than others.
A stormwater master planning procedures manual will be developed to assist in implementing
the watershed based plans. Phase I does not include preparation of the actual watershed plans,
but rather lays out the design criteria, analysis methods, and other procedures that will be needed
to complete individual watershed plans.Budget level cost estimates and a preliminary schedule
for completing individual watershed plans will also be prepared. Phase II of the project will
include the preparation of these watershed plans. Some of the elements to be addressed in this
procedures manual include:
• Data Collection
• Hydrologic Analysis
• Hydraulic Analysis
• Floodplain/Floodway Mapping
• Problem Identification
• Future Development in Watershed
 Water Quality Enhancements
• Protection of Wetland,Riparian, and Recharge Areas
• Alternatives Analysis
• Economic Analysis
• Jurisdictional Responsibilities
• Facility Maintenance
Work Tasks
9.1 For each of the seven watersheds,review/evaluate information on existing/future
problems and coordination needs with other programs.
9.2 Identify jurisdictional issues for each watershed that identify regulatory authority and
maintenance responsibility for stormwater facilities within each watershed.
9.3 Develop preliminary objectives for each watershed.
9.4 Review existing hydrologic and hydraulic models and analysis methods specific to each
watershed.
A-10
