appropriate persons or organizations after a spill occurred; a general
plan of action; a monitoring plan; and criteria for discontinuing plant
operation and returning service. The strategy may also include a
modified plant operation plan and Public Works Department preferences
for clean-up procedures that would be used by a Haz-Mat team. This
strategy may be the basis for a more detailed response plan that could
be developed in a future project phase.
TASK SERIES 400 - WORKSHOPS AND FINAL REPORT
Two workshops are planned for the project. The workshops will be
organized and facilitated by the ENGINEER and will be held in the
conference room at the SWTP or other available OWNER facility. Persons
attending will include the Engineer and OWNER's staff.
Task 401 Workshop No. 1. The first workshop will be scheduled
following the conclusion of Task 203. The focus of this workshop will
be a discussion of the inventory of potential sources of spills and
associated risks, regulatory requirements, and available resources as
developed in Task Series 100 and a preliminary evaluation of
improvements as developed in Task 202. The result of this workshop will
be a refined list of constructed improvements, preventive measures, and
programs that will be further assessed to determine their viability for
future study or design by the OWNER.
Task 402 Prepare Draft Final Report. A draft of the final report
recommending the course of action the OWNER should take in managing
spills at the SWTP will be prepared and submitted. The report will
include:
• Summary of data and findings and information used to make
recommendations.
• Summary of the study process and activities.
• List and descriptions of the most probable problems that could
adversely affect the area and the relative risks of occurrence.
• Sketches and diagrams of the recommendations.
• Summary of approvals and permits required from outside agencies
for implementation of recommendations.
• Cost estimates for recommendations, including itemized breakdown
of significant cost components.
SLW24:002 A—4 December 15, 1997
