11. The Contractor shall make tow and storage records available for police inspection during business hours. The City agrees to notify Contractor with 24 hours of any times or dates wherein such police inspection shall take place. � �� 12. A. The Contractor shall provide an enclosed, h , self-contained temporary evidence stall space, capable of being entirely darkened on request by the Police Department. 12. B. The Contractor shall provide on the evidence bay an alarm system, which must be acceptable to the City, which shall provide the City with a punch-code alarm system to ensure that the evidence bays are secure for "chain of custody" procedures. This Contractor has had approval of its alarm system and the City hereby agrees that such alarm system is satisfactory for the needs and wants of the City. 13. The Contractor shall provide a minimum of 5 wreckers for the snow emergency route towing upon 5 hours notification. 14. The Contractor will have at least one wrecker capable of towing commercial vehicles of fully loaded maximum road weight. Also, a flatbed trailer must be available to transport vehicles incapable of being towed. 15. The Contractor shall provide all towing at periodic police vehicle auctions. 16. The Contractor shall provide a "non-public" private telephone line between the Police Communications Center and the towing company dispatch point for emergency use. 17. The Contractor shall provide for wrecker response time to average no longer than 20 minutes with a maximum response time to be 30 minutes, subject to reasonableness, and subject to circumstances beyond the control of the Contractor, acts of God, etc. It is the understanding that the City requested tows shall take priority over others tows of Contractor.
