18. The City shall not be obligated to pay or reimburse the Contractor for the cost of <br /> towing or storage with respect to any towed car unless the vehicle was towed and stored due to <br /> an error by the City or its police officer. Full payment by the City will be made only after receipt <br /> of all items listed on the purchase order. Contractor must submit invoices in duplicate for all <br /> billings and mail them to the City of Decatur, Accounts Payable, #1 Gary K. Anderson Plaza, <br /> Decatur, Illinois, 62523, or such address as Contractor is notified to send such invoices. All <br /> invoices must be exact as to quantity, and must include the purchase order number. <br /> 19. The City is not responsible for, and will not act to collect, towing and storage fees <br /> from persons whose vehicles are towed in accordance with this contract. The City will not in any <br /> way hamper or harm the Contractor's remedies or right to a storage lien on any vehicles towed <br /> pursuant to this contract, subject only to the police department's need for evidence vehicles. <br /> 20. The right assured the Contractor by this contract may not be transferred without the <br /> written consent of the City, and in the event of change in ownership, management or location of <br /> the Contractor business or storage facilities, this agreement may be terminated and be of no <br /> further force and effect at the option of the City. Provided that, no termination shall be effected <br /> by the change in location of said Contractor, if such changed location fulfills all zoning and <br /> specifications pursuant to this agreement. <br /> 21. The City does not guarantee that minimum number of tows will occur. In the case of <br /> a vehicle stopped by a police pursuit vehicle, the Contractor will be called. In the case of an <br /> accident in which no towing service is specifically requested by the parties involved, a towing <br /> service will be called by the City pursuant to the rotation list currently in use by the Police <br />
