Department provided that, if the parties involved are incapacitated or otherwise unable to request <br /> another towing service, the Contractor will be called. <br /> 22. The City shall have the right to thoroughly inspect and investigate the Contractor's <br /> establishment, facilities, and equipment at any time during business hours. <br /> 23. The Contractor shall not release any towed vehicle relating to a criminal traffic <br /> violation without authorization from the City of Decatur Police Department. The City of Decatur <br /> Police shall inform Contractor when such a vehicle is in its possession. A verbal release from an <br /> authorized agent of the City is required for any vehicle that has been seized as evidence. <br /> Permission to release will not be required for any vehicle which is routinely towed from an <br /> accident however, the Contractor shall be solely responsible for determining that the vehicle is <br /> released to the owner or authorized agent. In the event that a non-owner requests permission to <br /> pick up a stored automobile under a police authorized tow, and the owner is incarcerated, <br /> Contractor may provide to non-owner an authorization form (See Exhibit D) which shall allow <br /> the release of the vehicle to the person named in the authorization form, if appropriately filled out <br /> and witnessed as to the proper identification. This procedure shall be subject to the reasoned <br /> judgment of Contractor if he believes fraud may play a part in the form of the release. <br /> 24. Contractor shall keep current all required state and city licenses for the operation of <br /> said business. <br /> 25. Abandoned vehicles shall become the responsibility of the Contractor. The City shall <br /> not be charged for abandoned vehicle tows and the Contractor may apply for title under <br /> abandoned vehicle regulation as provided by law. The City sha11 cooperate in providing any <br /> available documents or information to Contractor to aid it in its application for title. <br />
