. � , ` <br /> Page 2 <br /> The positives of this proposal are: <br /> • Increases the number of catchable sportfish in Lake Decatur. <br /> • Provides sportfish at a reasonable cost to the City. <br /> • May increase local travel and tourism from out-of-town fishing clubs. <br /> • Provides the City with reasonable liability coverage. <br /> • Provides a beneficial use for City owned property and is compatible with adjacent land <br /> use. <br /> • Includes public volunteerism and private funding. <br /> The potential negatives of this proposal are: <br /> • Decatur Angler's Association may not be able to obtain enough volunteers and / or <br /> funding to adequately manage the pond. The Association's numerous preliminary <br /> inquiries in these ma.tters have been successful. <br /> • A limited amount of City staff time may be needed to improve the site. This might <br /> include gading the existing access road, clearing trees, cleaning out existing ditches, and <br /> repairing e�sting drains. <br /> City staff believes that this innovative proposal has good potential.
