4.2 Evaluate benefits and costs of alternatives <br /> a. Develop preliminary design concept(siting, sizing, etc.) for mitigation, <br /> source water, and treatment alternatives. The project budget is based on <br /> an assumption that no more than three mitigation alternatives will receive <br /> detailed analysis and that the evaluation of source water and treatment <br /> alternatives will be limited to updating and limited analysis of previously <br /> identified alternatives. <br /> b. Develop comprehensive alternative watershed management strategies <br /> incorporating appropriate combinations of agricultural best management <br /> practices and mitigation projects. This subtask will be performed prior to <br /> or concurrently with Subtask 4.l.b. <br /> c. Prepare figures, maps and other exhibits, as appropriate, to describe each <br /> alternative. <br /> d. Prepare preliminary estimates of capital, operating and other costs of each <br /> alternative. <br /> e. Identify and quantify benefits in terms of pollutant removal and other <br /> applicable benefit categories. <br /> f. To the extent feasible, estimate monetary value of benefits. <br /> 4.3 Evaluate implementability of alternatives: • <br /> a. Develop estimates of expected adoption rates for recommended ! <br /> agricultural and urban best management practices. This subtask will be <br /> performed prior to or concurrently with the development of model inputs <br /> in Subtask 4.1.b. <br /> b. Identify required permits or agency approvals for each alternative. <br /> c. Assess the probability of obtaining permits or approvals. <br /> d. Estimate program costs associated with different levels of agricultural best <br /> management practices. <br /> e. Assess probability of obtaining grants or other financial assistance for <br /> program costs. <br /> 4.4 Assess risk and uncertainty: <br /> a. Assess the risk and uncertainty in projections of the ability of the <br /> alternatives studied to meet regulatory requirements. <br /> b. Prepare a technical and policy analysis of approaches to addressing <br /> uncertainty. <br /> c. As appropriate, prepare an analysis of cost vs. risk trade-offs. <br /> d. MEETING: Meet with City staff(and IEPA, at the discretion of the City) <br /> to discuss results of this analysis. <br /> A-3 <br />
