Anderson Plaza <br /> Decatur, Illinois 62523 <br /> Subject: Proposal for Additional Engineering Services <br /> Lake Shelbyville Alternative Analysis <br /> Dear Mr. McNabb: <br /> As requested in your discussion with Joe Johnson following the City Council meeting of October <br /> 28, we are pleased to provide you with a proposal for additional engineering services related to a <br /> more detailed review of the Lake Shelbyville option for the supply of additional water to the City <br /> of Decatur. The basis for this additional analysis and our proposed work scope and estimate of cost <br /> for related engineering services are presented in this letter. We assume that these services could be <br /> undertaken as an amendment to our current Water Resources/Storage/Production Study contract with <br /> the City. <br /> Back rg ound <br /> While the Lake Shelbyville alternative was initially identified as one of the highest ranking <br /> supplemental water supply options for the City of Decatur (Table 4-11, Water Resources/ <br /> Storage/Production Study), it was found to have a higher cost of implementation than several of the <br /> other high ranking alternatives studied. The relatively high cost of the option is due to the factors <br /> outlined below. <br /> 1. High capital cost of initial facility construction - Capital costs for the construction of new <br /> intake, pumping and pipeline facilities required to convey water from Lake Shelbyville to <br /> Lake Decatur were estimated to be more than$29 million. Because all of the facilities would <br /> be required in order for the system to be made operational,the potential for reducing present <br /> worth costs through staging of the project was limited. <br /> 2. High operating and maintenance costs - Present worth operating and maintenance costs for <br /> the Lake Shelbyville alternative were found to be higher than ten of the other eleven high <br /> ranking alternatives evaluated.
