, r <br /> Mr. Bruce McNabb <br /> December 9, 1996 <br /> Page 2 <br /> We believe that these results are representative of the real costs that would be incurred if the Lake <br /> Shelbyville alternative were developed by the City as an effective supplemental source of water. <br /> Variations on the alternative that would involve greater use of the Lake Shelbyville connection <br /> during droughts or normal flow years would either provide a lower overall yield (due to the limited <br /> volume available)or would likely result in higher water supply costs for the utility(due to additional <br /> capital and operating/maintenance costs). <br /> However, we recognize that the alternative does have some attractive features. Lake Shelbyville <br /> offers Decatur a readily available source of additional water under drought conditions, a potential <br /> source of low nitrate water, and the value of an independent source of supply for the City. Other <br /> issues which could impact the attractiveness of a Lake Shelbyville supply for Decatur include: <br /> • The cost of the water to be taken from Lake Shelbyville; and <br /> • The required location of the intake and pumping station at Lake Shelbyville. <br /> Further examination of these issues should be included as part of a more detailed review of the Lake <br /> Shelbyville supply option. <br /> Pro�osed Scope of Services <br /> In order to provide a definitive review of the feasibility of the Lake Shelbyville water supply <br /> alternative for Decatur,Harza and BWC propose to expand the analysis performed during the Water <br /> Resources/Storage/Production Study to include more detailed examination of the issues outlined <br /> above. Specifically,the Harza team will perform the following tasks. <br /> Task 1 - Collect Detailed Data Regardin�Lake Shelb, v�ille. More detailed information regarding <br /> Lake Shelbyville and its management is needed to definitively address several of the issues raised <br /> regarding the alternative. In order to gain this data, HarzalBWC will follow-up on contacts made <br /> during the Water Resources/Storage/Production Study. Specific contacts will include: <br /> - a phone call to the U.S. Army Corps of Engineers to verify information provided previously <br /> by the Illinois Department of Natural Resources (IDNR) regarding the volume and <br /> availability of the State's allocation for water supply, to obtain data on Lake Shelbyville <br /> water quality,and to define a suita.ble general location for the construction of a water supply <br /> intake and pumping station; <br /> - a phone call to Mr. Bruce Barker of the Illinois Department of Natural Resources to address <br /> questions regarding likely costs associated with Decatur's use of the State's water supply <br /> allocation in Lake Shelbyville, State control of the allocation, and procedures for reserving <br /> rights to the supply; <br /> HES BMN_1111.WPD JPV/tj-2 <br /> 5796G/961111/961209 <br />
