, i <br /> Mr. Bruce McNabb <br /> December 9, 1996 <br /> Page 3 <br /> - a phone call to the Illinois Environmental Protection Agency (IEPA) to request available <br /> water quality data for Lake Shelbyville and to determine IEPA's position relative to use of <br /> the lake as a source of water for Decatur; and <br /> - a phone call to the Lincoln-Prairie Water Company to obtain information on the utility's <br /> organization and plans for operation and to discuss the potential benefits of a regional water <br /> supply project based on use of Lake Shelbyville water for users including the City of <br /> Decatur. <br /> Results of these contacts will be documented in telephone logs and included as an appendix to the <br /> study letter report. These materials will be structured to summarize the basic features of a Lake <br /> Shelbyville supply alternative in more detail than was developed for the Water <br /> Resources/Storage/Production Study and to provide a good understanding of the permitting <br /> requirements, general approval procedures, and relative timing of actions that might be associated <br /> with the alternative. <br /> Task 2 - Formulation of Lake Shelbvville Su�lv Options. Based on the information collected as <br /> part of Task 1,up to three possible scenarios for the use of Lake Shelbyville as a source of additional <br /> water supply capacity for Decatur will be developed(in addition to the base case scenario presented <br /> in the Water Resources/Storage/Production Study). Scenarios may include: <br /> - operation of Lake Shelbyville as a source of raw water for supplemental supply to Decatur <br /> (raw water discharge to Lake Decatur via Finley Creek or extended open channel); <br /> - operation of Lake Shelbyville as a source of raw water for supplemental supply and/or water <br /> quality blending to Decatur(raw water conveyed to Decatur via pipeline); or <br /> - operation of intake, pumping and treatment facilities at Lake Shelbyville for the supply of <br /> finished water to the Decatur water distribution system either as a dedicated system or as part <br /> of a regional water supply system. <br /> Various operating strategies(90 days per year,200 days per year,continuous)will be considered in <br /> the development of the strategies to be evaluated. Harza/BWC will compile a proposed list of <br /> scenarios for evaluation for review with City staff. The final set of four scenarios to be evaluated <br /> (base case plus three new alternatives)will be selected by staff. Basic information related to each <br /> of the selected scenarios will be compiled as the basis for their evaluation. Key features will include <br /> estimates of supplemental supply capacity under drought conditions, basic mapping of the water <br /> conveyance route (including Lake Shelbyville intake location and proposed delivery connection <br /> points to Decatur), and expected quality of the water to be delivered to Decatur. <br /> The intent of this task will be to identify alternative strategies that are fundamentally sound and <br /> provide a basic concept that enables the necessary implementation costs to be estimated.
