Page 3. Keep Illinois Beautiful Grant Agreement. <br /> -� .�vailabilitv of Funds. Al( payments to Grantee under this Grant Agreement are subject to <br /> the avaiiability of the full amount of the Keep Illinois Beautiful appropriation. If the LTG <br /> fails to receive any portion of the appropriation for any reason, Grantee shall be subject to <br /> an automatic pro rata reduction in the amount of the Grant Award payable by the LTG. <br /> PART II <br /> TERMS AND CONDITIONS CONCERNING PROGRAM ADMINISTRATION <br /> 1. Matchin�Contributions bv Grantee. Grantee shall provide, no later than the Effective Date, <br /> a cash matching contribution equal to the amount of the Grant Award as required under the <br /> Act and applicable administrative rules and regulations (the "Matching Contribution"). <br /> Documentation of this matching contribution is enclosed in "Exhibit C". The Matching <br /> Contribution must meet all of the following criteria: <br /> a. be under the control of a coordinator employed by the Not-For-Profit throughout <br /> the term of this Grant Agreement; <br /> b. be necessary and reasonable for proper and efficient administration of the Program <br /> Activities; <br /> c. be in cash; and <br /> d. not be used for any purposes other than the Program Activities, including, without <br /> limitation, general costs and expenses of Grantee which are incurred in carrying out <br /> responsibilities other than those required under this Grant Agreement. <br /> 2. Compliance with Pro�ram Rules. Grantee has full responsibility for managing the day-to- <br /> day operations and the conduct of the Program Activities. However, Grantee shall exercise <br /> this responsibility in accordance with this Grant Agreement and all administrative rules, <br /> regulations, policies and procedural requirements as they may now or hereafter be lawfully <br /> promulgated by the LTG. <br /> 3. ProQram Reports, Monitoring and Evaluation. The LTG shall monitor and evaluate the ' <br /> Program Activities and Grantee's use of the Grant Award and Matching Contribution funds <br /> for compliance with the terms of this Grant Agreement and all applicable laws and <br /> administrative rules or regulations throughout the term of this Grant Agreement. Grantee <br /> shall submit two written Performance Reports to the LTG detailing (a) activities undertaken <br /> with Grant Award and Matching Contribution funds during the report period, and (b) actual <br /> costs to which Grant Award and Matching Contribution funds have been <br />
