per million vehicles entering the intersection. The goal is to keep the rate below 1.5 accidents
per million vehicles. Temporary stop signs are currently in place per Decatur Police
Department.

I City staff recommends installing permanent stop signs at the intersection of South Illinois Street and
East Lincoln Avenue facing Lincoln Avenue.

Matt Newell motioned to move forward with the installation of permanent stop signs at the
intersection of Illinois Street/Lincoln Avenue facing Lincoln Avenue. Seconded by Jared
Broderick, and on call of the roll, Commission Members Broderick, Newell, Hurst, and Stewart
voted aye. The chairman declared the motion carried.

Item#2 Request for stop signs at the intersection of Forest Avenue/Seigel Street
facing Forest Avenue.

City staff received a complaint about the traffic control at the intersection of West Forest Avenue
and South Seigel Street. The intersection is currently served by two yield signs which both face
Forest Avenue. The complaint alleges that the yield signs are not heeded by all vehicles
resulting in near accidents. The request was for the yield signs to be changed to stop signs.
Upon reviewing the accident reports only one reported accident occurred within a three year time
period at this intersection. The accident occurred in February of 2015 and involved a vehicle
traveling northbound striking a vehicle traveling eastbound. It's unclear if stop signs would have
had an impact on the outcome of this accident.

Even though accident data doesn't warrant a change on its own, this intersection is the only
intersection in the neighborhood which is yield sign controlled. There are several intersections
with stop sign control. For consistency, it may be beneficial to switch these yield signs to stop
signs. Consistency amongst traffic control devices may help motorists' understanding of how to
proceed through this intersection. The lack of sight distance around each corner also shows a
need for vehicles to come to a stop at this intersection before proceeding through.

City staff recommends removing the yield signs and installing stop signs at the intersection of
West Forest Avenue and South Seigel Street facing Forest Avenue.
'
'
Matt Newell motioned to move forward with the removal of yield signs and the installation of
stop signs at the intersection of Forest Avenue and South Seigel Street facing Forest Avenue.
Seconded by Jared Broderick, and on call of the roll, Commission Members Broderick, Newell, ,,
Hurst, and Stewart voted aye. The chairman declared the motion carried. I

Item #3 Request for stop signs at the intersections of Illinois Street/Elmhurst Avenue,
Illinois Street/Harrison Avenue, Illinois Street/Mueller Avenue, Illinois
Page 2
