84 Street/Curtis Avenue with signs facing Elmhurst, Harrison, Mueller, and <br /> 85 Curtis Avenues. <br /> 86 <br /> 87 City staff received a complaint about the traffic control along the Illinois Street corridor from its <br /> 88 intersection with Elmhurst Avenue to Curtis Avenue. Each intersection has two yield signs <br /> 89 facing the streets crossing Illinois Street. The request was for the yield signs to be replaced with <br /> 90 stop signs. Upon reviewing the accident reports it was reported that four accidents have occurred <br /> 91 at or near the intersection of Illinois and Elmhurst in a three year period with only one being the <br /> 92 result of vehicles entering the intersection at the same time from conflicting directions. Two <br /> 93 accidents have occurred at the intersection of Illinois and Harrison in a three year time period <br /> 94 with both of them being the result of vehicles entering the intersection at the same time from <br /> 95 conflicting directions. Two accidents have occurred at the intersection of Illinois and Mueller in <br /> 96 a three year time period with only one being the result of vehicles entering the intersection at the <br /> 97 same time from conflicting directions. No recorded accidents occurred at the intersection of <br /> 98 Illinois and Curtis in the same three year period. <br /> 99 <br /> 100 Traffic counts were performed for the subject intersections with the exception of Illinois and <br /> 101 Curtis. Parking on each of the streets may have skewed the counts as drivers will use the entire <br /> 102 width of the road to navigate around parked vehicles which could cause some vehicles to miss <br /> 103 the counter sitting on the road. With this in mind City staff still estimated crash rates based on <br /> 104 the counts recorded. The goal is to keep the rate below 1.5 accidents per million vehicles for low <br /> 105 volume intersections such as these. Illinois and Harrison exceeds this rate with 2.53 accidents <br /> 106 per million vehicles entering the intersection. Slight distance is also limited around many of the 'I <br /> 107 corners of the subject intersections showing a need to stop before proceeding through. I <br /> 108 <br /> 109 For above reasons mentioned City staff recommends that the yield signs at North Illinois Street <br /> 110 and East Harrison Avenue be removed and replaced with stop signs. For consistency the City <br /> 111 recommends the yield signs at the other subject intersections should be replaced with stop signs <br /> 112 as well. <br /> 113 <br /> 114 Matt Newell motioned to move forward with the removal of yield signs and the installation of <br /> 115 stop signs at the intersections of Illinois Street/Elmhurst, Harrison, Mueller, and Curtis Avenues. <br /> 116 Seconded by Jared Broderick, and on call of the roll, Commission Members Broderick,Newell, <br /> 117 Hurst, and Stewart voted aye. The chairman declared the motion carried. <br /> 118 <br /> 119 <br /> 120 Item#4 Request for stop signs at the intersection of Calhoun Street/North Street <br /> 121 facing North Street. <br /> 122 <br /> 123 City staff received a complaint about the intersection of North Calhoun Street and East North <br /> 124 Street claiming that the lack of traffic control has resulted in accidents at this intersection. Upon <br /> 125 reviewing accident reports it was seen that there had been four accidents reported at this <br /> 126 intersection within a three year period. All of the accidents were the result of vehicles entering <br /> 127 the intersection at the same time from conflicting directions. These types of accidents may be <br /> 128 correctable by adding stop signs. <br /> 129 <br /> Page � 3 <br />
