Councilman Lou Ann Jacobs was absent. Six members were present and one � <br /> was absent. Mayor Howley declared a quorum present. I <br /> The only item of business was a discussion relative to labor relations and employment and �I <br /> perforcnance of the City Manager. The labor relations discussion was regarding city sta�s current ' <br /> negotiations with I.AF.F. Local SOS, representing the fire fighters.
