Mayor Terry M. Howley presided; together with him being ',, <br /> Councilmen Larry W. Foster, Lou Ann Jacobs, Kent N. 11Tittelberg, and William F. Oliver. <br /> Councilman Michael T. Camgan and William 11Titchell were absent. Five members were present ; <br /> and two were absent. Mayor Howley declared a quorum present. '� <br /> The only item of business was a discussion relative to the purchase of right-of-way ' <br /> acquisition in the area of Arbor Drive and Oakland Avenue. John W. Couter, Corporation <br /> Counsel, and Bruce A McNabb, Director of Public Works, spoke with Council on this matter. <br /> No formal action was taken. � <br /> Councilman Jacobs moved the meeting be reopened to the public; seconded by I�'�, <br /> Councilman Foster, and on call of the roll, Councilmen Foster, Jacobs, 1VLttelberg, Oliver and !� <br /> Mayor Howley voted aye. The Mayor declared the motion carried.
