CLOSED, EXECUTIVE SESSION CITY COUNCIL MINUTES MONDAY, JULY 12 , 1993 On Monday, July 12 , 1993 , the City Council of the City of Decatur, Illinois , met in Study Session at 7 :30 P.M. in the Council Conference Room, One Gary K. Anderson Plaza, Decatur, Illinois. Mayor Erik C. Brechnitz presided; together with him being Councilmen Kent N. Mittelberg , Shirley M. Moore, William F. Oliver, and Randolph L. Van Alstine. Councilmen Stephen F. John and William Mitchell were absent at roll call. Five members were present and two were absent. Mayor Brechnitz declared a quorum present. Councilman Van Alstine moved that the Council recess to Closed, Executive Session for the purpose of discussing land acquisition and labor relations; seconded by Councilman Mitchell , and on call of the roll , Councilmen John, Mitchell , Mittelberg, Moore , Oliver , Van Alstine , and Mayor Brechnitz voted aye . The Mayor declared the motion carried. The meeting was closed to the public . Council discussed land acquisition of property for sewer right of way south of Arbor Drive. Council discussed labor relations relative to library, police , and general service (Local 268) contracts. Following Closed, Executive Session, Councilman Oliver moved that the meeting return to formal session; seconded by Councilman Van Alstine, and on call of the roll , Councilmen John, Mitchell , Mittelberg , Moore, Oliver, Van Alstine, and Mayor Brechnitz voted aye. The Mayor declared the motion carried. The meeting was opened to the public. There being no further business , Councilman Mitchell moved the meeting be adjourned; seconded by Councilman Oliver, and on call of the roll , Councilmen John, Mitchell , Mittelberg, Moore , Oliver, Van Alstine, and Mayor Brechnitz voted aye.
