, . <br /> CITY COUNCIL MINUTES <br /> MONDAY. NOVEMBER 28, 1994 <br /> The City Council of the City of Decatur, Illinois, met in Closed Executive Session in the <br /> City Council Conference Room. Mayor Erik C. Brechnitz presided, together with him being <br /> Councilmen Stephen F. John, William Mitchell, Kent N. Mittelberg, Shirley M. Moore, William F. <br /> Oliver and Randolph L. Van Alstine. All seven members were present. Mayor Brechnitz declared <br /> a quorum present. <br /> The first item of business was a discussion relative to land acquisition. Council agreed to <br /> have staff proceed with acquiring the necessary right-of-way and construction approvals to install <br /> sanitary sewers from Tayl�r Road to Arbor Drive. <br /> The second item of business ��vas a discussion regarding labor relations. Staff reviewed <br /> with Council the status of negotiations with AFSCME Local 268 regarding changes in city <br /> records and communication center operations. No formal action was taken. <br /> The final item of business was a discussion regarding employment of the City Manager. <br /> Council reviewed the employment contract. No formal action was taken. <br /> Councilman Mittelberg moved the meeting be reopened to the public; seconded by <br /> Councilman Mitchell, and on call of the roll, Councilmen John, Mitchell, Mittelberg, Moore, <br /> Oliver, Van Alstine and Mayor Brechnitz voted aye. The Mayor declared the motion carried. <br /> The meeting was reopened to the public and adjourned at 9:15 P.M. <br /> Ci lerk <br />
