i 1 1 ' <br /> ._ - Intake Capacities (average and low lake levels) <br /> - Water Treatment Capacities (average and poor raw water quality conditions) <br /> - Finished Water Pumping Capacities (total and firm) <br /> A hydrologic balance for the Decatur water system will be developed to define both the quantity <br /> of water taken from various resources to meet the needs of Decatur and the disposition of the <br /> water supplied into the water system (e.g. discharged as treated wastewater effluent, lost in <br /> industrial processes, etc.). The results of the balance will provide additional insight into <br /> potential options for optimizing the use of Decatur's water resources. <br /> Task 3 0 - Evaluation of Water Supply Improvement Strate�ies <br /> At the outset of the project, Engineer will meet with Client staff for a "brainstorming" session <br /> during which a comprehensive list of possible improvement alternatives, including both options <br /> for increased supply and options for management of demand, will be compiled. Based on the <br /> results of Tasks 1.0 and 2.0, Engineer will conduct an initial screening process to el'uninate <br /> options which fail to satisfy basic project objectives or which are readily determined to be <br /> ��� infeasible. The result of the initial screening process will be a listing of viable alternatives <br /> suitable for further review. This listing will be reviewed with Client staff and the Technical <br /> Advisory Committee in a joint meeting. <br /> Following completion of the initial screening process, a more detailed analysis of the remaining <br /> water supply alternatives will be performed. Factors to be assessed during the evaluation will <br /> include alternative performance and reliability, capital and life-cycle costs, environmental <br /> impacts, and implementation issues such as the need for intergovernmental coordination or <br /> extensive permitting. These factors and other criteria determined to be important by Client staff <br /> and the Technical Advisory Committee will serve as the basis for a logical analysis of the viable <br /> altematives. The result of this effort will be a ranking of the viable alternatives to be used as <br /> the basis for formulating possible improvement programs.
