� �oF� f�,,, DECATUR, ILLINOIS <br /> V A <br /> � La,ke Shore Driue Relocation Study <br /> �aur■� <br /> , <br /> � CHAPTER 3 TRAFFIC IMPACTS <br /> ' The assessment of traffic impacts resulting from any altemative changes to the function or alignment <br /> of Lake Shore Drive is influenced by several factors: <br /> � • The continuity and capacity of other major streets in the area <br /> • The existing traffic volumes on other major streets in the area <br /> � • The potential traffic generated by new development or redevelopment <br /> � • The distribution of traffic resulting from the realignment or redesignation of Lake <br /> Shore Drive <br /> � Major Street Network <br /> Lake Shore Drive(Illinois Route 105)functions as an arterial street connecting U.S. Route 51 and U.S. <br /> Route 36,while circumventing the Central Business District. It carries approximately 19,000 vehicles <br /> ' per day on a 41ane road section through the area under consideration for redevelopment. Truck <br /> traffic on the route ranges between 4 and 9 percent of the total traffic. In addition,Lake Shore Drive <br /> serves several major destinations,including Eisenhower High School,Saint Mary's Hospital,Nelson, <br /> ' Mueller and Chandler Parks. Adjacent land use is mixed,including residential,recreational,and <br /> institutional uses. <br /> ' Other streets which provide east-west continuity between U.S. Route 51 and U.S. Route 36 include <br /> Cantrell Street,Wood Street and Eldorado Street. Whereas Cantrell Street and Wood Street both <br /> have 3-lane segments passing through residential areas,Eldorado Street provides 5lanes passing <br /> � through primarily commercial and industrial land uses. Eldorado also carries the designation of U.S. <br /> Route 36. T'he average daily traffic volumes on these streets are 6000 on Cantrell Street, 8000 to <br /> 15,000 on Wood Street,and 26,000 on Eldorado Street. <br /> � North-south streets in the traffic impact area include U.S.Route 51,which is designated on two one- <br /> way streets, Franklin Street and Main Street and extends from south of Lake Decatur, past the <br /> � western terminus of Lake Shore Drive,north through the Central Business District. Other major <br /> north-south streets include Martin Luther King Jr. Drive,Jasper Street, and 16th Street. Martin <br /> Luther King Jr.Drive provides 41anes between Lake Shore Drive and the Central Business District. <br /> , The adjacent land use is a mix between residential, commercial, and recreational. Jasper Street <br /> provides 3 to 41anes,also through areas of mixed land use. 16th Street is a 21ane street adjacent to <br /> mixed land uses.
